Tshivhulana Water project has numerous challenges says PSC

 

The completion of the Tshivhulana Bulk Water Project in Tshivhulana Village in Vuwani is eagerly awaited by the local community as this, they believe, would surely put an end to their water woes. Not everyone, however, is satisfied that the work being done is up to standard.

The project was implemented last year, with Ndhuna Civil Engineering as assigned contractor for the project.

According to the chairperson of the Collen Mulaudzi Project’s Steering Committee (PSC), the project has numerous challenges. “The contractor started claiming money in January this year without the knowledge of the PSC. We are supposed to know about each transaction,” said Mulaudzi, further claiming that most of the work is being carried out unprofessionally and poses certain dangers to the community.

He alleges that no ground testing had been done before the project was started. Apart from that, only 128 of the 160 communal taps have been installed. The steering committee members have also complained that the community had not been warned that rocks would be blasted, which posed a danger to the community, and the contractor had not installed the necessary chambers.

According to Matodzi Ralushai, spokesperson for the Vhembe District Municipality (VDM), the PSC signed off on all previous payment certificates, except for the most recent payment. Mulaudzi apparently refused to sign the latest payment without providing valid reason, so it was signed by the secretary of the PSC.

Mulaudzi insisted that he had not signed the January and February forms, because no one had approached him for a signature, and in July he refused to sign because he claimed no job had been done that warranted payment. According to him, he only signed April to June’s payments.

The VDM’s response to the other claims was that no blasting was to take place on site. “The contractor is doing preparations for blasting, excluding households which are not part of the scope for the Tshivhulana project, and chambers are also not part of the project’s scope of work,” said Ralushai.
